The Department of Education (DepED) wants to ensure that every Filipino youth has the opportunity to get educated through a strategic framework recently launched. This program is called Education within reach where free but high-quality education will be offered to Filipino Out-of-School Youth (OSY) . This is a comprehensive step by the DepED for the purpose of regulating the country's level of education. It is also a timely program to increase the literacy rate of Filipino youth. According to data released recently by the government, OSY has reached 4.2 million nationwide. In this case, it is the goal of the Affordable Care Program to bring the OSY back to school.The program aims to reach the country's zero percent OSY by the year 2016. By providing adequate education and developing OSY's livelihood skills, DepED believes the Affordable Care program will be even more beneficial. Launched in 2014, Affordable Care is a three-year government initiative program in collaboration with the National Youth Commission (NYC), Technical Education and Skills Development Authority (TESDA) and other agencies. The program is expected to be fully operational by 2016. There are two phases: the first is the Barangay Targeting System and Community Reintegration Program which aims to identify information on OSYs and develop a comprehensive database for national targeting systems; second is the reintegration of OSY graduates who have returned to their studies, whether formal or alternatively including TESDA courses.The local government plays a very important role here because they maintain OSY database data in their area. They also need to encourage young people who have been out of school for 15 years to return to school. The government needs the support of bait citizens.
