The Department of Education (DepEd) wants to make sure Every Filipino youth will have the opportunity to learn through the recently launched strate gic framework. This program is called Education within reach) where free but high quality education will be offered to Filipino Out-of School Youth (OSY). This is a comprehensive step by the DepEd for the purpose of adjusting the level education in the country. It is also a timely program to increase literacy rates young Filipinos. According to data released by the government recently, it has reached 4.2 million some of OSY's nationwide. In this case, it is the intention of the Affordable to recover OSY schools. The program aims to reach the country's zero percent OSY in coming 2016. In providing adequate education and cultivation of OSY's livelihook skill, DepEd believes that the Affordable Care program will be even more beneficial. Launched in 2014, Affiliate is a three-year initiative program in collaboration with the National Youth Commission (NYC), the Technical Education and Skills Develop ment Authority (TESDA) and other agencies. It is expected to be fully implemented by 2016. The program has two phases: first the Barangay Targeting System and Community Reintegration system; the second is the reintegration of the OSY enrolled students who have been enrolled in the study, whether formal or alternatively including the TESDA course. The local government's role here is delicate because they keep the data in the database of OSY in their area. They also need to get them back to school young man about 15 years without school.
